Corruption

Well I don't think I need to explain about corruption. I am sure everyone would have experienced corruption is some way or the other.
As per one of the recent news report in IBN-Live it is told that India is ranked 47th in the list of most corrupt countries. So whom do we blame for this the people who take bribe or do we blame the people who give bribe? I think it is due to both of them.
Though there have been many movies which has dealt with corruption as a subject. People enjoy watching how the hero's deal with corruption but how many of us have taken the initiative to not give bribes. Not many I am sure. This actually shows that we are all hoping that someone will do something for this corruption and bring it to a halt. But we do not dare to take the first step from our side. We don't want to take the pains of not giving bribe to get our work done. Are we doing the right thing? No. Corruption has penetrated so much in our society that we need to bribe the officer for him/her to do his work. Its not like he/ she is doing something out of the rule book.
Well I tried to abstain myself from giving bribes about a couple of years back. So once when I broke a rule in Egmore, Chennai, I was caught by a traffic inspector. I told him that I would not pay any bribe, instead I am ready to pay the fine. He did not say anything, he just wrote a charge sheet and gave it to me and I payed him the fine. Though I was sorry about my mistake, I was happy that I did not bribe.
On a contrast there was a incident where I was caught by cops at Mangalore. The cop took my Motorcycle key and asked for my license. Since my license was a photocopy of my Tamilnadu license, he refused to give the key. He was asking for the original, I told him I don't have it with me. So he asked me for a bribe, I refused to pay him a bribe and told him that I am ready to pay the fine. For this he was scaring me by saying the fine will be very high. I told I am ready to pay the fine irrespective of how much it is. But he was so resistant to give me a charge sheet. At last I was left with no other option other than paying the bribe. I felt very sad and angry at the same time.
Another incident which happened before I abstained from bribing, which shows how cheap corruption has gone. Once I took my cousin's bike to the Central Railway station in Chennai. While coming out, I was caught by a traffic policeman. Since my cousins bike didn't have a valid insurance he asked for a bribe. I had only Rs. 50 with me (student days) and I gave him that. So he left me. I took a U turn and I was caught again by another policeman right on the other side of the road. I told him that I have payed another policeman and I don't have any money. So this guy made me stand there and didn't let me at all. After bugging me for sometime he realized that I really didn't have any money so he caught another guy, he took the pen from my pocket and said the pen is nice. I told him to have the pen. Immediately her left me. The pen cost Rs. 5 or something, that was enough for him.
As per Daniel Kaufmann, Director of global governance at the World Bank's research arm.
They are not in the right zone, To sustain their rapid economic growth and graduate to the next level of development, China and India must pay priority to these issues

Can't we eradicate corruption at all? Has it seeped in so much into our system? How can we go about curing this cancer that has gone deep into the system?

All of them are not corrupt, there are some good people too who are opposite to corruption. Ones when traffic police caught my bro for wrong turn, the police have asked him license as he don’t have it, my parent’s tries to give bribe to leave him. But he dint buy the bribe and wrote charge sheet and we pay the fine. Till we obey the rule and stop paying for our work, we can't control the corrupt.

Hey, you seem to have a lot of run-ins with traffic cops! :)
I think it's wonderful that you told the cop that you'll pay the fine and refused to give him bribe that he expected. I think if everybody did that, it would put an end to this nonsense, at least as far as traffic cops go. That's a great start though. Getting houses registered or anything involving going to say a municipal office, they really make you run around in circles if you don't offer them money. I think people try to avoid that and cave in. I work for a company that as a policy, does not give in to unethical practices in any country. Since their presence meant economic growth, it was eventually cleared but they still had leap thru hoops and had a long wait before they were able to set up shop there.
Real sad state of affairs. It starts with politicians. If they can be curtailed, then I think it will eventually spread to the grassroot level and will make for a better society.
Sorry for the long comment, KK! This is one of those things that I really REALLY hate about India.

public seems to have no option these days because officers (most of them) are working ONLY after getting bribes. In RTO, they work only if we approach thru brokers :(

The times i have been stopped by traffic police, they never gave me any other option. They want money and thats y they stop.

5/- pen matter romba kevalam. what can public do? there needs to be a huge change in mindset of these officers (???) and strict policies by Govt to enforce the rules !!!

such kinda bribes are more common in driving skol... thaniya nambal test ku poona.. fail panniduva mostly.. driving skol la if we pay up money, then.. vandi epdi ootinaalum, pass dhan! i think the main reson for all this is that ppl want to save time.. n in the name of gettin their job done by someone else (which is always the easier way out) they pay up as bribe.. n there is a lot that benefits wid the money.. so its like this vicious circle!

Hope v have more KK's around to get rid of this! :D

insightful post.. you are right, every one of us should refuse to pay bribes as a first step..

the root of all this is people who work in these posts with power do not feel proud about their job.. if you see a cop in US, he is paid enough, made to feel proud about it and so no bribes [at least at the lowest level]..

Only in India bribe has penerated so much in every day life to get simple things done.. In other developed countries, it has moved upto the higher level [you can call it lobbying ;-)]

anyways this is a very nice topic to think about.. :-)

another sick thing in India is the dowri thing.. I am assumming it got eradicated [at least in Cities]..

sup, first time visited ur blog. Corruption i guess could be reduced only if the people sitting on top go against it. There should be honest corruption complaint departments. Strict actions should be taken on people who take bribe. At the end of the day it completely depends upon the individual to give bribe or not. And everyone together would need to work out on it. Next time I get caught by a policeman, i wouldn't give him bribe ;)

The driving school thing is very true. I have seen that. I know you save time. But if we keep doing this then things will never change. I am just hoping if our generation can do some change to this. :)

@Ganesh - 700 bucks for license???? What you didnt have to go to the RTO or what???

@Jeevan - Thats so nice of that Cop. I agree with you that not all are corrupt. But the ratio of the people not corrupt to corrupt is so negligble.

    @Vani - Oh yeah I sure do :)
I agree completely with what you are saying. I too beleive that if each and everyone of us start refraining from bribing things will change slowly. Innitially there will be a resistance for the work to happen as the officers wont do you their job if you dont bribe them. But when they realize that no is going to give. They might change. Thats the main reason why I posted this. :)
Nice to know about your company. Wish there were more companies like that.
Thanks for your valuable comment. Dont bother about the size. :) This is one thing I would like to change in India.

Thoug I accept to what you say, I feel guilty that we are not doing anything to correct this other than complain about it.
Regarding Community certificate, we need come up with a process where every one will be given the required certificates. So we dont need to go hunting for them at the last minute.
//But sometimes andha kaariyam nadakkaama poradhaala makkalukku erpadara nashtatha vida kudukkara lanjam kammiya irukkaradhaala, most people are ready to give bribes nowadays.//
Thats the sad state of affairs of our country. Our mentality should change on this. We should start protesting to give bribe in my humble opinion :)

@Sanda-Kozhi - Yup I know that the result of this discussion does not take us anywhere. But I am just taking long shot if we can make any change in the current young generation. Because I feel just complaining and laughing at our system is not going to help our country in anyway.

@Priya - It exists everywhere. But the thing is in many places bribe is given to do something out of the rule book. But in our country its for doing the work itself. Camera phone is a good idea :)

@Venkatesh - //the root of all this is people who work in these posts with power do not feel proud about their job..//
Exactly Venky, in Us you find everyone so happy whatever job they do... in our country every guy grumbles while working. If people enjoy doing their job itself it would make things a lot more simple.

Very true. So athu namma kaila than irukku. When we bring up kids we need to bring them in such a way that bribe is something that should not be done. :)

This is very important. Yup, as you said there needs to be change from every one together. Thanks :) nice to know that my post is making someone not pay bribe :)

@Krithika - Women who are stuck finds it difficult??? I thought it was the other way around. Because the cops act like gentleman to women whereas they treat us like shit. Its so annoying :)
I agree with you on the police station thing. Its better to pay bribe than go to a police station. Yup the cops are the most corrupt and thats why every single thing is becoming corrupt :(
Which tactics do you want me to teach you?? the pen tactic?? That bugger made me stand for 30 mins, until he found another bakra :)

Great post KK! Thanks for sharing your experiences with us. I too have seen and had experiences of bribe. Recently there is a top level management scandal in SIEMENS germany, where the law and justice are served with pretty much accuracy. Policies and punishments do help but not completely. So as you correctly said its cancer and one need to cure each and every affected cell. So unless until every person thinks of it as a responisbility we cant change the whole system. It has to start within an individual him/her self, then make aware of family, friends and to the community. I know its not easy but not impossible either. Just way too hard.

For many ppl, corruption is a tyrant, pushing them forward at different walks, though not in a right royal manner; which is very sad to know..... sign!!!

Believe it or not, escaping from the clutches of corruption itself is one big achievement in itself .... yeah it really is!

But friend, little drops of water make a mighty ocean; small steps taken against corruption by few like u will surely inspire many in the same way ..... keep up the good job!!!

I totally agree with you.. It s just ingrained in them.. Ppl dont even think beyond bribes.. My cousin was telling me the other day that UK is too text bookish and there is nothing you can do to make them stop using the rulebook .. Not even bribes! -- Can u imagine that someone well educated is behaving like this.. He does not understand the concept of a non corrupt society!

Corruption is inevitable when there is a system, not only political but social, economical .....whatever system may it be. We are dragged into this system of bribing right from out childhood, unconsciously though! offering without demand is a gift while offering on a demand is a bribe. Having been in the most corrupt industry for 5 years, I had to quit it because of the intolernce I developed, failing to draw the line between gift and bribe. Pain is inevitable; Suffering is option! http://kodaihills.blogspot.com/2006/03/highway-to-hell.html#links
